The Union Government has returned the Coimbatore and Madurai (Othakadai-Thirumangalam) Metro proposals, citing outdated census data and unrealistic ridership estimates. However, the projects remain eligible for revision and resubmission.

Population Below Required 20 Lakh (2 Million)

  • Metro Rail Policy 2017 requires a minimum population of 2 million.
  • The Centre must rely on the 2011 Census, which is the latest official census.
  • Coimbatore: approximately 15.84 lakh
  • Madurai: approximately 15 lakh
  • Result: The proposal does not meet the stated population eligibility criterion.

Ridership Numbers Considered “Unrealistic”

The Centre observed:

  • Madurai ridership projections were also considered too high.
  • Coimbatore was projected to have around 5.9 lakh daily riders, which was higher than Chennai Metro’s 2025 ridership.

Metro Too Expensive – Cheaper Options Suggested

Union Government recommended:

  • Bus Rapid Transit System (BRTS)
  • Strengthening city bus networks
